Victoria was born in Catacaos, Piura, in 1943, and lived in Lima until 1998. She was the head of the editing department at Telecine, one of Peru's most renowned film production companies. She learned the ins and outs of the industry by producing and editing over 1,500 commercials and working with acclaimed directors, becoming one of the most prolific editors in the field. After 12 years, she began working independently, producing and directing her own documentaries. In the early 1990s, she directed CIDECOS (Center for Research, Development, Education, and Social Communication), where she was involved in the development of educational materials and curricula for children and adolescents.

Victoria was a founder and press secretary of SITEIC (Union of Film Industry Workers of Peru), founder of Peruvian Third World Cinema and the Manuela Ramos Movement, secretary of the Peruvian Filmmakers Association (1982-1984, 1989-1990), coordinator and team member of SICLA (Latin American Integration Week, 1986 and 1987), and instructor in various film training programs. She received the CONCYTEC Award for her contribution to technological development (1990) and the Ollanta-ICI-AESI International Creativity Award from Spain (1991).

He holds a bachelor's degree in Hispanic Studies from the University of Southern Maine and currently resides in Portland, Maine (United States) where he has continued to make documentaries, programs on television and community radio stations, and write film scripts, which he will release in the Bicentennial year.
